Independent and international subscriptions: student capacity updates

These changes apply to Independent & International subscriptions.

The Standard subscription is removed and the minimum student capacity changes from two to five.

For Independent & International subscriptions, you no longer need to choose from preset capacity blocks.

As an owner, you can select the exact student capacity you need, starting at five students.
